Go with the deeper option. I like the industrial type from sam's club or home depot. Plywood the shelves. If you drill the tanks you will definitely use the space. -

I would recommend contacting the co-op directly and asking about bulk orders, they may be able to work something out. Jehmco is an option for bigger fishroom needs. They do not offer the co-op sponges though. They also require more work on your end to place an order. -
looking good. on the gfci make sure you have your line and load wired correctly. most also need to be "reset" once supplied power. 1/4 drywall likely too flimsy would recommend using standard 1/2 or 1/2 moisture resistant

I think they will start again given enough time. You could try overfeeding or feeding stuff like frozen bloodworms more often. One method to try is synchronizing the cooler water change with an actual storm in your area.

The regular 15 is pricey too. its never part of the dollar per gallon sales. They are proud of that size it seems. -
If you want to try to breed them I would suggest moving the pair to a 20 tall at minimum. If you already have a 40 long that would work too. https://youtu.be/txdMWsj0kfY

when I used the coop eggs it seemed like they worked best at 36hrs for me. I used chloramine water with and without treatment (seachem safe) Best hatches were using tank water and wrapping a heating mat around the hatchery

I like option 2 for keeping the entryway at door width. You can put a pc/desk or hang a tv on the right wall between the sink and top rack. It could also be room to grow with another rack.
