I use liquid fertilizer and root tabs for all of my tanks and all it does is just support plant growth, although i do have a few questions;
1. what root tabs would you use?
2. what fish are in the tank and how many?
3. what are your water parameters?
it most likely is that he is just sick, since Bettas go to the surface to breathe with their mouth so it is unlikely that they would breathe in the bottom.

I have this one betta who has green water so i don't get to see him very often but i just saw him today and noticed his fin and i was wondering is that fin rot or is that just his normal fin?
ten gallons. my ph is about 6.5. my substrate is fluval stratum.
the plants are:
scarlet temple (behind the driftwood)
dwarf sag (in front of the sponge filter)
japan (the white stuff at the front, it melted sadly)
