Confirming this is a Hillstream?

It’s definitely a hillstream loach, but the specific variety I am not sure without looking it up.  The care is the same.  
 

I have Sewellia Lineola and that is a different variety than what you have.  It looks like this (please excuse the fuzzy picture).

Yes I agree with @MAC and @RockMongler it looks more like one of the Borneo sucker loaches of the genus Gastromyzon. You can tell because the side fin-things aren't as wide as a true hillstream loach (Sewellia) has. They are also smaller than Sewellia species. I think that the species you have here is the spotted Borneo sucker loach (Gastromyzon punctulatus).
