Some current is fine. My angelfish are not strong swimmers but they do fine in a tank with canister filter outflows. It depends on the size and species of fish and the amount of flow. You can mitigate flow by using wood, rocks or plants to block it or by splitting or directing the flow. If you direct the flow upwards towards the surface it can cause surface turbulence, which is good for aeration, and some of the force of the flow is spent fighting gravity.

Aeration is important to maintain the oxygen content of the water so the fish can survive. With a small tank, a single sponge filter can be enough aeration, causing turbulent flow at the surface. Generally smaller bubbles are better. The size of the bubbles is determined by the type of airstone in hte sponge filter. Turbulent outflow from a filter can also provide aeration. Some tanks have bubble wands, and even a single airstone might be enough. If you don't have enough aeration, you might notice labored breathing or fish gasping  at the surface. They go to the surface because the water there has more oxygen in it.

Deciding whether you have enough aeration is different from deciding whether you have enough filtration.
