Robin
I seem to get better results when I added a wondershell once a month. Gives the water more minerals ect.
Eclipse
What is your male to female ratio? Have you noticed any molting? If a female hasn't molted, you won't have any breeding happening yet.
Ben Ellison
My cherries took about 3 months after in received them from aquahuna to start producing. Have the molted? I read they will only berry after molting.
Aquatic Journal
How many shrimp do you have and how many ramshorn snails? You may not have a good male to female ration on shrimp so you might not get any breeding at all. Also the ramshorn snails may be out competing the shrimp for food and the shrimp may not be well fed enough to breed. Just a few thoughts!

He also has to find the freshly molted female that's hiding away before her shell hardens. If the males miss the timing, no breeding is happening until the next molt which can take a few months.
