My water is warmed by the power and have an electric stove. But that would be a good idea.

Power is still out over 8 hours later and it is 15 degrees outside. So sign of it coming on anytime soon. I have a battery pack that I am letting the sponge filter use. As for the heater I have no way of plugging it in. Inside the house is 50 degrees. Not sure if my beta will make it. ☹️

Bettas are pretty tough and they can even breath from the surface of they need to. Even though it's not the best many people keep them without aeration or heat. The biggest risk really is that the the bacteria will die off if the aeration stops and then you'll have a cycle crash.

If the filter dies you can manually agitate the water by taking water out of the tank and pouring it back in (you can use a colander to get more aeration)
