Also, as far as a cleaner of some sort goes a bristle nose pleco with plenty of hiding places might do well with a pair of Rams in a 29 gallon. There are other species mentioned in the reference so feel free to check them out.

Yes you absolutely can.  Otos, in my 29G I have 4.  I don't know if this is a "good number" or not, but it's heavily infested with algae and they will never have issues.  If you want more, be sure to provide food for them effectively.  Wood is also recommended if you have them.

If you have enough line of sight breaks and caves/hidey holes 4 rams could be done. I have 2 pairs in a 50 gallon tank I have. You could also shoot for. Trio of 2 females and 1 male. With that, a clean up crew of snails would work great. I have horned nerite and they are awesome.
