Geriatric beta: is this bloat?

my wife’s betta is about 4 years old, so older than the “internet’s” opinion regarding lifespan.  
 

his chest and belly are swollen, with a reddish tint, and he is not eating.

You could try Epsom salt baths   1 table spoon for 2 gallons for no more than 15 minutes for a couple of days as Epsom salt acts as a muscle relaxants to with help constipation
