Using gravel cleaner that's longer than the tank

I have a 27g tank that I bought and it came with an extremely long gravel cleaner that I cannot get the suction to start. Any advice?

I'm thinking of cutting it down to a shorter length.

i would bet they sucked on the hose to start the siphon. here's a funny, but true story. last tank i gave my father a few years before he passed, i gave him everything, tank, stand, gravel vac, etc. i visited after a while, and one day he asked me to help clean the tank. well i got the gravel vac flowing without sucking on it LOL, he was like oh snap "ive been suck  starting it". if you dont know, ya dont know. ya know!😎

I tried but they must have had serious suction skills to get it started because it is that long LOL I've never had an issue on previous tanks. 

Suck starting it, now that's funny.
