Maggots in aquarium?

It seems that some sort of insect is laying eggs either: (1) in your tank (as a mosquito would) or (2) above the water level in a position that results in the larvae falling into your tank. Either the larvae are never small enough to be eaten by the fish or some of the larvae avoid being eaten for long enough to become too big to eat. But it does not appear that the larvae have done any harm to the fish. Maybe you could remove some of the larvae and put them into a jar with a little substrate and see what they develop into.
