Tank to quarantine plants

So I want to buy plants now to quarantine them in a plastic tub so I can plant them in my 20 gallons in january.

I will put some gravel, a light, heater and sponge filter. Will remove the plastic cups/moss/whatever and plant them, with fertilizer and a couple of root fertilizer as well.

Stupid question but must the water in the tub be cycled first?

Will it damage the plants if I move them in their permanent tank after a month?

Must I do WC?

I might quarantine a nerite snail with the plants.

Make sure they get plenty of strong light. Don't worry about cycling, water changes or heat.
