What are these bugs?

@Tlindsey Yes not scuds some type of ostracod aka seed shrimp.

I've got lots of sunray guppies in there, and just added kuhli loaches, hillstream loaches, and galaxy rasboras. From what I've read, they all like to eat these little guys. Not sure why they're thriving though. Should I stop feeding the fish so they can move their focus onto the ostracods?

Ah I didn’t watch the video all the way through yup those are ostracods so I retract my statement they do not make good live food!

Evidence suggests they pass through fish digestive tracts completely unharmed. 
 

Anyway they may be evidence of over feeding but animals such as these tend to have rather explosive populations. Just know they are harmless and are eating whatever the shrimp and fish don’t
