Scud culture. 
Shrimp, plants, bladder snails, or pond snails are about the only other things that can live full lives in a container that small. Scuds are a ton of fun. They are like mini shrimp that had too much caffeine. They also make fabulous fish food and clean up crews.

Whatever I put in there, I'm going to need to do something about the overflow.  I've got the Fluval spec 3 for a betta and I use filter floss behind the grates.  That works well.

A couple of thoughts:

• culture of brine shrimp (salt water)?
• breading amano or ghost shrimp (salt water)?

I would get moss going in it.  Maybe use it as a fry tank, but mostly plants.  It's so tiny!
