Planted Aquarium Fuzz/Alge

I have some fuzz growing all over my plants in my low-tech 40 gallon aquarium. I have my lights on a timer for 7.5 hours at 70% intensity. I scrubbed off the fuzz or alge twice in 3 days with two 30% water changes and it grows right back. Any insight or help is appreciated. Is it alge or something else? I dose easy green, easy iron, easy root tabs,  seachem potassium & advance. I have snails and BN plecos who don’t seem interested in eating it. It is a decently stocked tank so I do feed a lot. I do weekly water changes and the substrate is echo-complete. I also added a wave maker to increase flow this week to help the sponge filters and air stones. 

PH-7

Nitrate- 10-20ppm throughout the week

Nitrite- 0

GH-150ppm

KH- 60-80ppm

Once again help is appreciated.

Have you watched this Co-op video? It was fascinating. 2 of the things I took away from it was he said "flow grows algae" which was 🤯 to me. He also said Rhizone plants only need 3-4 hours of light and Stem plants 6. It's worth trying. Plus the video is pretty awesome and his tanks are BEAUTIFUL
