City VS Well water

My house is piped up to the city water and sewage.  However the house still has a working well that is used to water the lawn (not to fill the pool as the people that manage the pool can not seem to keep the water parameters stable) 

With that in mind should I be using the well water for the tanks or the city water?

Depends on what kimnd of fish you get and the specific parameters of both potential water sources. Ideally the well water is hard and alkaline while the city water is soft and acidic, that way you could mix both to have whatever water parameters you want.

Well water and city water can very greatly.

Consider testing both to know what you are working with. However, also realize you should be able to temperature control the city water in your setup.  Adding water that is particularly cold during a water change may shock your fish.
