Green Neon tetra issue

Should I be worried? He is acting normally. Tank has two sunset honey gouramis, one reticulated hillstream, six lamb chop rasboras, bunch of pond snails, ten cherry shrimp, three amanos. The tank is planted, and I include a pic to show generally the environment. Parameters: temp 78.4, ph 7.4, NH3 and NO2 0, NO3 around 5.

It looks like a bacterial infection I would qt and start treating with aquarium salt 1 table spoon for 2 gallons and maracyn2
