I’m setting up my  neo Co2 diffuser, and it looks like it functions as a bubble counter also, and I’m not sure how much I should be releasing into the tank. 
This looks like way to much…….?

Here's a pretty awesome demonstration of how to setup Co2.  It should start at the CO2 part.  If you need an in-line bubble counter, they do have those as well.

Get a drop checker or measure pH from no gassed to full gassed. You are looking for a 1 to 1.5pH drop. Another alternative is measure KH and pH and use a CO2 graph.

@Gillbert  How big is your tank?  Also, you said the diffuser has a built in bubble counter, how many bubbles per second?  You might want to adjust flow to only 1-2 bubbles per second to start and go from there.  Also, also..  do you have a CO2 drop checker?  The color indicates the PH and gives you an idea if you are adding either too much, or not enough CO2.   I added CO2 to one of my own planted aquariums quite recently.  It's a bit of a journey.
