Generally most people setup a mixing valve (or shower valve) and set it at the desired temperature. From there the flow of water is controlled with solenoid valves. I don't know if this is similar to your setup, but sounds like it. I have seen a lot of people who use tankless and something similar. To the concern you mentioned, I am not specifically sure.
