I use Tetra test strips most of the time in my fish room. They read zero chlorine on my tap water. I know this is wrong so, I use Tetra total chlorine to test my 3 stage filter water to make sure they do not need changed for auto water changes.  My tap is between 2 and three ppm total chlorine.  We have chloramine not chlorine. I think this would be worth mentioning when talking about testing water.

This is the same with me. It tests for 0 clohrine. I think it could be right because back when I first started fish keeping (several years ago) I didnt use a water conditioner and my betta fish was fine. I live in a city and use the water from the tap not from a well, which is why its odd to me why it tested for 0 chlorine.
