All Fish Swim in Lower Level

Why all my fish swim near the bottom of the tank?  I do have 2 large fluval hob filters. 
Too much flow or what?  I do not have correct schooling levels and low stock because I don't want to add anything until things are resolved.

Nitrates 10
Size 36 Gallons

I'm sorry if this is already a topic but I could not find it.

Neons, raspbora, cherry barbs, corys and the larger fish I can't remember.  The larger fish used to be at the top and neons and others at mid level and of course the corys on the bottom.  I just wonder if there is something wrong.  Attached is a picture of the larger fish that now spend time breaking up and annoying at the others at the bottom but they are not aggressive.

If they are new it's possible they're just acclimating.

If not, you can toss in a few floating plants (i like red root floaters for their manageable size & nitrate control, other types might work better with HOBs) for cover.

Did you add a filter or change flow patterns? If not, it's not a flow issue. Is it possible your ammonia spiked? I've seen fish hide from that before
