Sexing cichlids

Someone please tell me I didn’t screw up and buy a male and a female blue acara. I meant to purchase two males so I wouldn’t have breeding aggression. I am almost sure Big Blue is a male but not so sure about little Velvet. I bought Blue first, then a few weeks later added Velvet. He/she is younger than Blue and was only half an inch or so when I bought it. On the really small ones, it’s so hard to tell what you have. Blue does seem to be displaying mating behaviors but Velvet seems to be uninterested. 
Also, I have several plants I just purchased and placed in my aquarium. My only substrate is gravel and rocks. I’ve never done live plants before so I’m not sure the substrate is adequate. Suggestions???
