Glow fish unhealthy

So the first photo is of the sickly looking glow fish. The one below that is his healthy brother. What would of caused this? Both fish are well over a year old. Tank test strip says things look normal. I doubt the sickly one makes it through the day but i was curious the cause.

Have you added anything new to the tank recently that could bought in disease

As you haven't added anything new to the tank it could be bacterial infection causing the symptoms your seeing what I would do is a course of kanaplex or maracyn2

@Colu is there dosing instructions and do i need a seperate tank ?

If you have a quarantine tank I would treat on its own if you don't I would just treat the main tank following the instructions on the medication @Ryan1988
