Do you all think this oto is ok or early dropsy

nitrate 0, nitrite 0, ammonia 0.25

kh 0-40 ppm

gh 200 ppm

temp 72

I move him to a different tank today and the other tank had nitrite of 0.25 and ammonia 0. I changed the water of the 10 gallon tank so I think the numbers are all now different. I think the ph scales are experiences more swings because my water has low KH and I can manage to keep it stable for more than two weeks. 

The I saw him last night with little pine coning I think but he has not demonstrating it since. Do you all think it might be at the early stages of dropsy?  

I moved him to a different tank so I can keep a better eye on him
