Typically offspring that are infertile from mixing is because they are a hybrid from 2 different species. Balloon mollies are the same species just bred differently. I assume this means their offspring would be fertile. I have absolutely nothing to base this on other than knowledge of hybrids and such. I could be completely wrong. 

I also assume this means they could mate together since they are the same species. It would be the same as 2 different guppy strains breeding. Idk enough about balloon mollies to know if there is any physical limitations to breeding for them similar to male ribbon guppies but that is the only barrier i can think of.
