Betta missing tail - white stump

I have a Betta in one of my tanks that lost its tail and now has a white stump.  Its been like this for a couple of months. He acts normal except seems to have a vision problem on one side. Wondering if anyone knows what this white lump might be.

When we first got this one a couple of years ago, he looked pretty bad, had no tail and ratty fins.  They grew back fine and looked normal up until this issue started.

Temp is about 78, no ammonia or nitrites.

With fin rot when it's turning into body you want to treat with a broad spectrum antibiotic like kanaplex in food jungal fungas clear fizz tabs containing nitrofurazone to treat the water column following this treatment schedule using jungal fungas clear fizz tabs instead of furan2 as it been discontinued and add some Indian almond leaves as they have antibacterial and antifungal properties to help speed up the healing process
