Thank you. Should I raise the water temperature on my tank?

My new ranchu goldfish that I bought around a month ago has been inactive and he tips to the side when he isnt swimming. He eats perfectly fine. He only swims if I walk near the pond or tank I have him in Ph is 7.6 Ammonia and nitrite are 0 ppm By the way every other fish is thriving except this guy

My male goldfish has just never really been active since I bought him back in june, I'm not too sure why.
He does still eat and is very happy when I feed him.
He only will swim if I come near the pond or tanks that I have him in, and he also has an odd sideways tilt.

If you can tell me more about your tank - size, filtration, feeding, other occupants, water parameters including temperature, hardness, etc, etc, it can be very helpful to start narrowing down the potential problems on the 2” thick book worth of issues that could cause vague symptoms in fish. I need something to go on as a starting place.
I’m happy to help if I can but I definitely need more information. In the diseases section it has the suggestions on what to include in your post. Please, read that and answer each thing that is listed so I can ask smarter questions and see if we can come up with a solution together. 😃
