My new ranchu goldfish that I bought around a month ago has been inactive and he tips to the side when he isnt swimming. He eats perfectly fine. 

He only swims if I walk near the pond or tank I have him in

Ph is 7.6

Ammonia and nitrite are 0 ppm

By the way every other fish is thriving except this guy

Nitrates stay around 0-9ppm

I do water changes every 2-3 days on a 110 gallon pond with 2 other fish

Possible he has swim bladder what I would do is fast for a couple of days as swim bladder can be caused the fish over eating and the stomach putting pressure on the swim bladder or constipation and do Epsom salt baths 1 table spoon for 1 gallon for no more than 15 minutes for 5 days as Epsom salt acts as a muscle relaxant to help relieve pressure on the swim bladder give an update in 5 days if your seeing no improvement @Coby Sight
