Cloudy water after water change

I did my normal water change yesterday in my daughter’s 5.5 gallon tank. Today she woke up and the water was super cloudy, honestly almost like milk. Fast forward to this evening and you can now see a film cover all the live plants, the sides of the aquarium, etc. 

I’m thinking this is some type of bacterial bloom, but I’m not sure. Any thoughts?

Very probably correct. Just keep an eye on the fish. If they start gasping for air you need another change, quickly. Or another tank. It should be harmless and go away by itself.
