Leo2o915
Debating between a group of chili rasboras or pigmy Corydoras or a group of otos ?
Intuos
A group of 10-12 chili rasbora would be great for the colour and activity level. You would probably never see the otos (I rarely ever see mine 😂). Pigmy Cory's are amazing little fish currently have them 8 of them in my 25 litre tank with 24 chilies and shrimp and are pretty active but don't provide much activity above the bottom of the tank. If you are very hands on with your tank maintenance you could probably get away with 6-8 each of the the chilies and pigmys (assuming it's planted).

Intuos
@Leo2o915 I would go for a mix then in imo as it would give you a better mix and provide more interest in the tank.
