gardenman
A wet/dry shop vac is a great investment for aquarium keepers. They come in very handy for removing excess water. For a big tank, it's the easy way to get the rinse water out.

gardenman
For a new, unused tank, just water should be fine. Anything that's going to dissolve in the aquarium water will dissolve in the rinse water. If the tank is used (and recently used) a 10% bleach solution should kill most pathogens that could be lurking. And there shouldn't be much lurking there. A few rinses with fresh water after the bleach should ensure minimal trouble.
