Water is great water hardness is off the chart though but thats been the case been running the tank for 4 mo now its stocked

Hello I'm running g a aquatop cf300 for a 40 gal tank and even after 30% water change theres alot of particles in the water and all over the live plants please help

There is alot of white flakes or particles floating in the water and on the plants not sure if fungus or what it is
