I have this stand for my 29g tanks. Solid plywood would work. With one caveat! The lower braces are only on a pair of screws at each end, and they don't touch the floor. You'll need to shore up underneath those somehow to prevent all the weight from being on just t he 8 screws. I don't think they'll hold up to much weight. (See attached photo) Depending on how much the feet are extended, the gap underneath the pair of cross braces is about 1.5".

I actually used the 29g version, added a 3/4" plywood to set a 20g tall on.  I did poly the plywood.  It did great, and had absolutely no issues.  Only thing to be aware of, you will need to use a python or something for tank cleaning at that low.

Instead of resting the new tank on the bars of the stand, and then supporting the bars, I'd recommend just building a wood frame with plywood on top that would rest directly on the floor, then set the tank on it.  Paint it black and it will blend in with the stand.
