What’s a good sand substrate for it that will be good for plants and bottom dwellers? And what is a good stocking idea for it ?

Substrate depends on what bottom dwellers you are talking about. Some may have bad eyesight like African dwarf frogs and end up eating sand thinking it's food. On theme I always enjoy is to have a freshwater look like it is saltwater. For example; white / beige sand, dead coral, crypts, and a school of cardinal tetras, fiddler crabs, with either apistogrammas or dwarf cichlids. You could also do for that size of a tank is a community of rainbowfish, congo tetras, and denison barbs. Hope this helps!
