White strings on guppies

I have had this orange fancy tail for a year at this point. He’s always had a raggedy tail, even when it was just him and females. The past three months; he’s been living in a fraternity of 6 guppies and 3 endlers. Last weekend I introduced some Siamese algae eaters to the tank (without quarantine; bad, I know, save your breath), and then I started noticing these thin white hair-like strands coming off of his tail most extremely. There are some tiny ones on a couple of the others, noticed one on a dorsal fin, and one on my pink tuxedos tail, I’m sure it’s a growth and not rot. 
 

tested my water this morning and it was;

pH: 7.4-7.6

ammonia: between 0 and .25 ppm

nitrite: 0 ppm

nitrate: 40 ppm
