Water column roots.

I think it's just natural for ludwigia, which I think this is. The plants in your picture look a little algae-choked which might be why it's trying to send out roots everywhere for nutrients and may break apart to form smaller plants with their own root systems. Try deploying some algae eaters and cutting back a little on the lights and nutrients til the algae is cleaned up, then see what you got afterwards and try gently sinking any free-floating pieces with plant weights.
