ADMWNDSR83
I had something like that in my big tank, which I was under the impression was black hair algae. It grew on my Windelov Java Fern, which is positioned basically under my filter output. At the onset, I trimmed the fern back, cutting off the affected leaves, and the algae, which it seems only grows in the filter current, began growing on other leaves. At one point, I used a toothbrush to get some of it off, and I have noticed that as the new leaves are growing at the base of the plant, they do not seem to be affected by the growth. Sorry if this isn't much help, but I know I got the toothbrush idea from @KGTropicals on YouTube
