Deans feeding contraption?

Has anyone else seen this odd feeding contraption dean created. Its a string with a cone on the end that he feeds freeze dried cubes. I really want to know how to make one. I cant figure out what he used for the bottom cone. Its smaller than a worm cone. Anyone who knows anything about this please let me know. Also if dean sees this. You're a genius.

In my younger days every aquarium shop had little plastic mesh diving bells you'd put freeeze-dried tubifex worms in and lower it to whatever depth you wanted on a string. They had weighted bottoms and were dirt cheap ($.049-$0.89) and were sold from a cardboard display box right near the cash register. I haven't seen them in probably forty years now, but they were great. They came in a variety of colors and I'd bought probably a dozen of them over the years. I'm always looking for them now, but they've been off the market for decades, at least locally.
