nitrate problem I cant seem to solve?

"Should I start cycling a new hob?" If it was me that's what I would do 
just to be on the safe side, cause when I clean my 75 gal I clean everything 
canister filter, glass, substrate, ornaments, take it back to new again.

I don't drain the tank completely just about 50-75% & refill it & that I do 
once a month, is it a lot of work ? not really but it does take some time 
but I don't have a lot of fish in the tank either so that's a + too.
