Start an aquarium club in WV

So how could I go about starting an aquarium club in North central West Virginia. Currently no club exists. Are there any rules or any help? How do you get started and get the word out? Please help

First check if there are any fellow aquarists in the area by putting some stuff(guppies!) up for sale on aqua bid or Facebook. Spread the idea by word of mouth. Get started by organising a sort of regular fish trade/sell event.

There are two Facebook groups I may put a post out to gauge interest
