"Flying" bugs of some sort: What are they?

Sorry but the video isn't great. It's possible they are daphnias. Sometimes they can get trapped at the surface either by the surface tension of the water or if they get tiny air bubbles under part of their shell/carapace/exoskeleton. If that were the case, you might be seeing dying or exhausted daphnias lethargically trying to do their normal swimming motion, just stuck on their sides in slo-mo. Do you see any similar sized creatures in the water column, with bodies around the same size as what's in your vid that have antler-like structures at the top that that quickly clench and release, to move about jerkily in the water? 

If not that, sorry I have no ideas.
