White spots on Fancy Goldfish

Hello! I have been working on identifying and treating mysterious white spots on a fancy goldfish of mine for about 3 months now. 
 

This goldfish is swimming and eating normally. Seems very healthy outside of the slightly raised white spots on the tail fin. I tried one full treatment of kanaplex in the water column and this does not seem to have remedied the spots. Any recommendations on the next course of action? I’m a little stumped.

Other background on the tank: 55 gallon, two fancy goldfish, weekly 50% water changes.

Small chance of it being ich but it could also be a fungal infection.
