A 40 gallon breeder might be a better option, but I think a 29 would be ok.

I keep a single Green spotted puffer in a 40 breeder. I could definitely see two F8s and some Gobies in one. If you have the extra space, go with one of those.

Provide lots of caves and lots of things for the puffers to do and a 40 will be just fine. If you can get a bonded pair that makes life much easier. 
 

Are you going to keep low end brackish, mid or high? This changes your stocking options and there are some great stocking options at all ends. I know bumblebees are low end, but there are other gobies and blennies that can be kept higher and know how to hide  from a puffer throwing a tantrum.

Yep! I completely agree with both people who have responded. Glass surfing = boredom, so caves and other enrichment are needed. The puffers might be scared for a little after adding them, but they should eat soon after.
