Hemorrhage in a pygmy corydoras

Hello. Would you please take a look at the pics? Do you know what this is and how I might prevent it? I just found one of my pygmy corys dead, seemingly swollen and belly-up with air/gas and with red flushes particularly on the right side of his body.

Is it hemorrhagic septicemia? He was in my quarantine tank; he's new, along with five other pygmy corys who seem OK for now.

Water Parameters:

pH 7.8

Nitrates 20

Hardness 300

Nitrite 0

Ammonia 0

KH/Buffer 300

Water Temperature 76 F
