Water for water changes

Can I use pre-filtered water for all water changes, and do I need to include sumps for my to-be store fish tanks as filters.  Why not just a sponge filter and water changes?

You can use any water that is chlorine free (within reason)  

Store? The 2 LFS in my area use only sponges for the freshwater fish. Petsmart uses these huge racks with sumps and auto fillers located at the very bottom of each rack.

I’m only going to use sponges and water changes with pre-filtered water.  I may use a sump for plants for sale tank.
