Betta fin tears

Hi, I posted this picture a 2 - 3 weeks ago asking if this was fin rot. The consensus was no.  It hasn't improved. There isn't anything sharp in the tank. Is the shallow creek gravel too coarse?  

I purchased Bettafix, but the Coop changed my mind, so it has not been used. I bought aquarium salt and intend to add a small amount with the water change. I don't want brown water, so I am opting out of the almond leaves for now.

I want his fins to regrow... help?

Bettafix, Pimafix, Melafix all junk so good decision 

Tell us about the tank? How big, filtration, how old, what's the temp and the numbers on your recent water test. (your pic didn't come through on this post by the way)
