LilOne
can a tank that was previously used for salt water be cleaned up and used for fresh water?
Guppysnail
Sure. White vinegar will remove any mineral build up and ordinary hydrogen peroxide will disinfect the tank and equipment. As far as can you you that equipment I don’t know because I’m clueless about saltwater equips and functions. If it sat for awhile I would leak test. Let the vinegar sit for a few minutes 5-
LilOne
it is a free 30 gallon hexagon tank and stand with filter and top so thinking of getting it if still available.
Lemon
what kind of filter? if it is a protein skimmer I don't think it is useful in freshwater. Also I would check the stand for any saltwater damage. Good luck with the tank!

I would in a heartbeat free is a good deal even to just have a backup if say another tank leaks you have a quick go to place for your critters.
