If i have floaters do i need a lid?

I am setting up a 5 gallon shrimp tank and was wondering if i lower the water level about 1.5 inches and fill it with floaters if it will be safe?

I think you'll be fine.  In my limited experience, unless you have jumping fish even a tank with a rim will keep most stuff in.  

Granted I haven't kept shrimp long, but ours are just in a tank with floaters...no lid.

@Mydonkeyfishthe only problem with unlidded tanks with shrimp is evaporation. As the water evaporates it leaves behind the trace minerals and you'll need to make sure and stay on top of this as shifts in the minerality can have an effect good and bad on their shells and ability to molt. You will find that often water changes are when the shrimp will molt. Some keepers only top off and use their plants to export the higher mineral and waste content. I am a water changer for the most part but you can skip a change here and there and just top off.
