Is cloudy water in baby brine shrimp hatchery bad?

I’ve been hatching baby brine shrimp in a Ziss hatchery, and I’ve had a couple batches where the water has turned cloudy—normally the water is clear. Is this cloudiness a bacterial bloom? Is it safe to feed BBS from a cloudy batch to my fish? Or should I chalk it up as a failed hatch?

I’m using tap water, with 1 tablespoon of aquarium salt, 1 tablespoon of Aquarium Co-Op BBS eggs, and incubating for 24 hours at 23°-28° Celsius.
