For how long is the question?

The congo tetras, although large and rather fast should slowly disappear at the oscars get larger and larger. (They are also hail from different parts of the world, not that it matters too much).

If your looking for dither fish ideas maybe a school of silver dollars or tiger barbs?

An adult Oscar could definitely swallow an adult Congo tetra.

I use to keep Oscars I wouldn't put the two together  there's a good chance thy would get eaten better tank mates for Oscar are larger tetras or barbs such as sliver dollars or  tinfoil barbs spanner barbs  mascara barbs
