What’s wrong with this plant

I bought this dwarf Lilly bulb about 2 months  ago and I got it sprouted already. It has been showing very little growth and don’t know what’s wrong. The PH and water chemistry is fine. What do you think?

Yes it’s at 78 degrees Fahrenheit. Ok

You can put a root tab under it and that can accelerate it a little bit they do what they want. As others have said bulb plants can go dormant for a variety of reasons or just go very slow.  Other my dwarf Lilly and my aponogetons have done that.
